The existence of the Islamic thinker Hazrat Maulana Mufti Mahmood was a gift of God to the Islamic nation. Nature had endowed him with innumerable virtues and all his virtues and abilities were devoted to the service of Islam.

He was born on 1919 in the village of Paniala in Dera Ismail Khan. He started his primary education in his own village. He passed the matriculation examination with distinction from Government High School, Paniala. Later he went to Darul Uloom Deoband for higher education. He stayed in Darul Uloom Deoband for a year and later visited Jamia Qasmia Muradabad to complete his education.

Hazrat Maulana Mufti Mahmood (may Allah have mercy on him) started his political life as a student. While studying, he joined the Jamiat Ulema-i-Hind. When he graduated in 1943, the "Leave India" (بھارت چھوڑ دو) movement was going on. This movement was very important in the British era and the last united movement of slavery. He took full part in this movement.

He returned home from India in 1944. And the struggle on the NWFP platform engaged in the freedom struggle. Due to his immense sacrifices, talents and full-fledged political activities, Hazrat Mufti was soon elected as a member of the Working Committee of the Jamiat Ulema-e-Sarhad and a Councilor of the All India Jamiat Ulema.

After the formation of Pakistan, he started his academic life as a teacher in Jamia Qasim-ul-Uloom, the largest religious and educational institution in Multan. Here Hazrat Mufti Sahib became Shaykh-ul-Hadeeth and Mufti. His fame and greatness were recognized in the country and abroad in connection with the disaster.

In jurisprudential issues, his meticulousness, critique, breadth of knowledge and high vision was also accepted by opponents. He issued more than 40,000 sharia fatwas. To date, no one has challenged them scientifically and technically. Hazrat Mufti Sahib was one of the most eminent scholars of that century. He was not only a high-ranking thinker, critical jurist, excellent commentator, excellent writer, researcher and historian, but he was well versed in law and politics and science and philosophy. Hazrat Mufti was an expert in many languages, especially Arabic, Persian and Urdu literature.

The political aspect of the personality of Hazrat Mufti Sahib was full of glorious and glorious historical traditions. Before the partition of the subcontinent, Hazrat Mufti Sahib stepped into the valley of politics and took full part in the struggle for national liberation against British colonialism.

After the formation of Pakistan, when the class created by the British rule with special interests on politics and economy was imposed and the individuals and parties advocating for Islam, democracy, human rights and economic freedom were banned and the scholars (those scholars Was an important element of) was removed from the politics of the country and they were confined to mosques, madrassas and monasteries only then Hazrat Mufti Sahib was already a person who was deprived of very unpleasant conditions, financial resources and propaganda. However, in order to recognize the politics of the Ulema in the country, the Ulema-e-Haq re-introduced the coin in the political arena and reappeared on the political stage in 1956 under the presidency of Sikandar Mirza to maintain the survival of Islam in the country. This was a time of political instability in the country.

Sikandar Mirza had started a series of uprooting of ministries. Due to a few agreements with the United States, American influence on the country's politics, economy, culture and society was growing. The system of government was completely in the hands of the bureaucracy.

In 1956, the first constitution of Pakistan was passed by the Constituent Assembly. In which only the name of Islam was used. It did not reflect true Islam. Hazrat Mufti Sahib convened a joint convention of scholars in the middle of 1956. The aim was to bring together the supporters of true Islam on a single platform and to participate in the politics of the country with sincerity and activism. Although this was the first political initiative of the Mufti, the results were very encouraging and a formal Jamiat Ulema-e-Islam was established at the convention. At that time Shaykh-ul-Tafsir Hazrat Maulana Ahmad Ali Lahori was elected the first Amir of Jamiat Ulema-e-Islam who had a long political experience. The history of Jamiat Ulema-e-Islam continued, the constitution was made in the country. Jamiat and Hazrat Mufti Sahib played a significant role in their formation. And there came a time when Hazrat Maulana Mufti Mahmood (may Allah have mercy on him) was elected Chief Minister of NWFP (Khyber Pakhtunkhwa) in May 1962.

After becoming the Chief Minister of NWFP (Khyber Pakhtunkhwa), he tried to put Islamic traditions into practice. Hazrat Mufti Sahib issued alcohol prohibition laws and for the first time in history a complete ban on alcohol was imposed in NWFP (Khyber Pakhtunkhwa). Hazrat Mufti Sahib as the Chief Minister reminded the Darwish rulers of the early centuries and during his tenure as Chief Minister not a single day was spent on Section 144, ban on dowry, emphasis on national dress in government institutions are the highest examples of simplicity.

Friday's holiday recommendation, making Urdu the official language is one of the achievements of his government that cannot be forgotten.

For the first time, Hazrat Mufti Sahib established the tradition that the representative government of the majority was dismissed without any reason, so he also submitted his resignation in protest. When the late Bhutto, in 1973, violated the established democratic values and sacked the governors of NWFP and Balochistan and also sacked the cabinet of Balochistan, Hazrat Mufti Sahib boldly protested against this move and the Minister Resigned from the high post. Zulfiqar Ali Bhutto did not think that Mufti Mahmood would resign. So he said to the Mufti, "You are our Imam."No one teased you, why did you resign? Withdraw your resignation. Hazrat Mufti replied that you should first resolve our grievances which have led to your resignation. Zulfiqar Ali Bhutto did not accept his resignation for several days and kept forcing Hazrat Mufti to withdraw his resignation. But he sacrificed his position on principled politics and set a shining example in Pakistani politics. Zulfiqar Ali Bhutto sent a message to Hazrat Mufti and expressed his desire to meet him but Mufti also rejected the proposal and said: “We are bound by the Constitution and have taken an oath of supremacy to support unconstitutional measures It is a breach of oath to declare it valid. There will be others who love power, I can't do that. " The Islamic thinker Hazrat Maulana Mufti Mahmood (may Allah have mercy on him) stumbled upon the Chief Minister and it became possible that he did not take any material or material advantage from the Chief Ministry. He used the government car for the office which he needed, but did not get any salary or benefits. Of course, he dedicated the post of Chief Minister to the trust of the people and their welfare and this is an event unprecedented in the history of the country. Leaving power is a difficult task. Hazrat Mufti has played a very important role in making the 1973 constitution Islamic. Apart from restoring political rights, Hazrat Mufti clashed with everyone at the constitutional level. Hazrat Mufti has played an important role in declaring the Qadianis as a non-Muslim minority in the National Assembly on September 7, 1974. The scholarly interrogation of Mirza Nasir, the leader of the Qadiani party in the Assembly, is an unforgettable part of history.

When the tribal people offered to join the movement in 1977, the Mufti forbade them and said that if they joined the tribal movement, they would pick up guns. Hazrat Mufti Sahib turned the tribal leaders and elders from armed struggle to peace struggle. Under the Jamiat Ulema-e-Islam, the only effective platform is the "tribal jirga" consisting of tribal elders. He reached the post of Chief Minister and in the presence of highly educated people, the United Front of nine political parties also handed over the responsibility of leadership to him and he was elected the head of the National Alliance of Pakistan.

Hazrat Mufti Sahib left for Karachi and reached Karachi on a scholarly subject in the presence of Hazrat Maulana Mufti Muhammad Taqi Usmani, Hazrat Maulana Mufti Muhammad Rafi Usmani, Hazrat Maulana Muhammad Yusuf Ludhianvi Shaheed, Hazrat Maulana Mufti Ahmad-ur-Rehman, Mufti Muhammad Jameel Khan Shaheed, Hazrat Maulana Dr Abdul Razzaq Sikanda discussing a purely jurisprudential issue,

He left for the Hereafter on October 14, 1980.
